20/30 Plan and the provincial response to compulsory secondary education

In this paper, the “20/30” Provincial Educational Plan and its link to focused policies of social containment are analyzed. This plan arises in San Luis and it is directed towards people aged 20 to 30, who have failed to complete the mandatory secondary school. Through this plan, the provincial government offers the possibility to complete the secondary school in a virtual mode while receiving an economic incentive in the form of a monthly grant for each beneficiary. This article presents the analysis of the context which has given rise to this educational policy based on social welfare policies, and the legal standards behind the Digital Public School System, as a legal framework for the 20/30 Provincial Educational Plan. This work is part of the research project PROIPRO Nº 4-2214, which proposes to analyze the relationship between society, State and education, since the year 2003 in San Luis Province, within the framework of what has been called “the State Reform, second generation” and its comparison with the hegemonic policies of the '90s. Qualitative theoretical methodological approach has been chosen with the aim of deepening into the educational policies implemented in the past decade in San Luis province. The current study constitutes the first stage of the research, based on the analysis of official documents.
